Leningrad (previously known as Saint Petersburg and then Petrograd) is a large city located on the west coast of the Soviet Union. It is the second largest city in Russia after Moscow.

In 1943 an OSS officer had spotted Dmitrij Volkov in Leningrad interrogating prisoners of war (who would later disappear). This was the only sighting of Volkov during the war.

General Nikolai Zhukov had a falling out with General Kopat in Leningrad and was reassigned to Siberia. Because of this, H.A.R.M. thought they could target General Zhukov as a participant in Project Omega.

The H.A.R.M. report on Zhukov was found by Cate Archer and had Leningrad listed as Petrograd. There was no date on the report.
