Hugo Madmiller is a member of H.A.R.M. He works in the Robotics Department at the H.A.R.M. Underwater Base located in the Aegean Sea.
While Cate Archer was infiltrating the underwater base in 1968, she found a memo from Hugo Madmiller to Confucius Lee complaining about his treatment from Keith Stevens and everyone else over the design of the H.A.R.M. Bots. Madmiller wanted to sock Stevens in the mouth.
