The H.A.R.M. Thugs are the forces of the terrorist organisation H.A.R.M.. They are enemies in many missions in The Operative: No One Lives Forever and No One Lives Forever 2: A Spy in H.A.R.M.'s Way, and enemies during Trial by Gunfire mission in Contract J.A.C.K. They vary from just armed workers or dock personnel to trained terrorists, but they all don't like spies, especially Cate Archer.

In The Operative: No One Lives Forever[]

The first thugs that Cate Archer encounters are Moroccan bandits in white, red or grey suits, fezzes and sunglasses with revolvers, or slightly more dangerous bandits, who look like Moroccan civilians and use submachine guns. They all are not so dangerous or attentive, and appear only in Misfortune in Morocco level.

H.A.R.M. paratroopers are met in Unexpected Turbulence level. They are stronger and able to fly.

H.A.R.M. dock personnel or workers are like the bandits, usually being armed with pistols/revolvers or sometimes with submachine guns.

Since the fight with Inge Wagner actual H.A.R.M. henchmen has begun to appear. They are well-trained and equipped with SMG, assault and sniper rifles, rocket launchers.

In Contract J.A.C.K.[]

In Contract J.A.C.K. H.A.R.M. mooks only appear in the Roman Ruins in Malta. They are used to "interview" John Jack and compared with lions fighting the gladiators by Dmitrij Volkov. After defeating them, John Jack was hired by H.A.R.M. This time they wore grey uniforms and used shotguns.

In No One Lives Forever 2: A Spy In H.A.R.M.'s Way[]

In the second installment there are Indian and regular H.A.R.M. henchmen.

The first wear red pagris (Indian headwear), grey shirts, ribbons with red and black stripes, white trousers, purple shoes. They are usually armed with AK-47, while some of them use RFA Series-4 Bolt Action Rifles or even Tulwars (the mooks with tulwars are faster and tougher). Members of H.A.R.M. Indian Branch of are slightly stronger than the Soviet soldiers. The Player meets them in Calcutta levels.

The second wear coloured suits and are armed with Gordon SMGs. Depending on colours of their uniforms, they're either strong as their Indian colleagues (purple-yellow) or slightly stronger than the Mimes (grey-red), or are the strongest regular enemies (red-violet). They are met after exploring information about Project Omega in Siberia, in burning Calcutta, H.A.R.M. Underwater Base, H.A.R.M. Headquarters and on the coast of island Khios.
