Maurice Albert (also called The Commissioner) is a large aristocratic man who frequented Club Metropole in Monte Carlo, Monaco.
On September 19 at 5:00pm, Albert was on his way to Club Metropole when he was poked with an Umbrella by a "bald chap with an eyepatch". The man only said "aur revoir" and handed him a Lilly.
This upset Albert as he continued to the club, there he met his companions and relayed the events that had just happened. Unbeknownst to Albert, he had been infected with the Bio-weapon developed by Dr. Schenker. Albert exploded killing everyone in the club.
