Clancy is a member of the UNITY Technology Division (aka the Toymakers in Santa's workshop).
Clancy was leading a team that was trying to develop the TR 60 infiltration device for UNITY agents. Cate Archer overheard two UNITY techs at UNITY Headquarters talking about how Clancy's team was killing themselves just to get the TR 60 up to spec back when they had twice as many designers and four times the development time.
